Overview

The PhD in Public Administration and Management will be the highest academic degree awarded in the study of public administration, Governance, management and administrative sciences at Kabale University. The degree is designed for those seeking academic research and teaching careers as faculty or professors in the study of governance, public administration, management and administrative sectors within Universities but also as professional career managers and administrators for a wide range of organizational contexts. Administration and Management systems are the blood of effective organizations. Yet, there is scarcity of trained experts and practitioners at doctoral level with skills, competences and appropriate attitudes to address the management and administrative issues in practical contexts within the dictates of the 21st century demands. In Ugandan Universities, there are some doctoral programs in management and administration but only undertaken by research only as opposed to a combination of coursework and dissertation; which this new programme adopts. [cm_show_info] Universities and faculties of social sciences in particular are known for their strong emphasis on scientific research rooted in social science fields. Ph.D. programs in such faculties are intended to prepare candidates to conduct scholarly research based on rigorous methods and theories applied to social sciences. For example, such research might aim to develop new theory and empirical knowledge about governance, public sector management/business and management problems by combining methods from governance, economics, psychology and decision theory among others. By combining methods from multiple social sciences, there are benefits to be derived.  This PhD programme in Public Administration and Management will be rooted in this tradition of scientific research and will imbed rigor in its coursework component as well as the research/dissertation component. Students will be walked through a number of foundational core theoretical disciplines that constitute the broad field of management and administration alongside research methodological details. The objectives of the Ph.D. in Public Administration and Management programme are as follows:
  • To provide advanced academic training in Governance, Public Administration and Management in order to enlarge academic knowledge in these fields.
  • To provide students with hands-on and advanced research skills in the field of public administration and management.
  • To enable students apply the theoretical and practical knowledge of public administration and management.
  • To produce a public administrator with ethical values and competencies that fulfill the mission and Vision of Kabale University thereby enabling them to contribute to national and international public administration development covenants.
The PhD in Public Administration and Management (PHDPAM) shall take a minimum of three (3) years and a maximum of Five (5) years. This will be a PhD by coursework and research. The program consists of coursework component, followed by seminars, an examination, proposal defense and a well-written and defended dissertation worthy publication in an international journal. The taught modules and seminars will help the participants acquire the requisite skills and theoretical knowledge, and develop the intellectual independence necessary for a participant to be an effective teacher/researcher and management practitioner. Entry Requirements

Applicants to the PhD programmes must meet the general requirements for admission to Graduate Programmes set by National Council for Higher Education (NCHE) and Kabale University. Specially, applicants must possess the following:

An admissible applicant should meet the following criteria:

  • Master’s degree from a recognized University and/or Institution of Higher Learning in a field relevant to Business Administration.
  • Any other Master’s degree that may not be relevant but the applicant must have evidence of published materials relevant or related to the field.
  • Evidence of Recognition of Prior Learning that is equivalent to the qualification that is to be pursued. For Recognition of Prior Learning (RPL), a prospective candidate shall first get clearance from NCHE to be eligible for admission.
  • An application letter.
  • A detailed and updated Curriculum Vitae.
  • Three recommendation letters signed at least by two academics at a PhD level or higher, and one professional referee.
  • A Concept Paper should be at least 2 pages and not be more than 10 pages, double-spaced.
